The Higher Institutions Joint Action Committee (HIJAC), Bayelsa State, has presented four major demands aimed at improving the welfare of academic and non-academic staff across state-owned tertiary institutions.
The committee, under the theme “Together for a Better Tertiary Education,” called for the full implementation of approved allowances, payment of outstanding arrears and improved staff welfare infrastructure.
One of the key demands is the full implementation of Consolidated Academic Tool Allowances (CATA) and Earned Academic Allowances (EAA) for academic staff, alongside Consolidated Non-Teaching Tool Allowances (CONTA) and Earned Allowances (EA) for non-teaching staff of tertiary institutions in the state.
HIJAC also demanded the payment of 18 months outstanding arrears relating to promotions and step increments, noting that the issue was covered by an already signed Memorandum of Understanding (MoU) and previous government approval.
The committee further requested the payment of 19 months salary arrears arising from the 25 per cent and 35 per cent salary increments, which it said remained unpaid.
Another major demand was the provision of on-campus accommodation for staff in state-owned tertiary institutions to enhance welfare and improve working conditions.
The group stated that addressing these demands would contribute to a more stable academic environment and support the delivery of quality tertiary education in Bayelsa State.
The campaign is anchored on the message: “Fair Allowances, Better Education.”
