The Immediate Past First Phase Chairman, Bayelsa State Chapter, Gen. Selete Walter, has described the appointment of High Chief Dr. Dennis Brutu Otuaro, PhD. as Administrator of the Presidential Amnesty Programme as one of the best decisions taken by the Federal Government for peace in the Niger Delta.

Gen. Walter, speaking with journalists in Yenagoa, said the region is now witnessing a new era of accountability, inclusion and result-driven leadership in PAP.

“Before now, many of us were worried about the direction of the Amnesty Programme. But today, under Dr. Otuaro, there is clarity, there is engagement, and there are results. He has brought back the dignity of the programme,” Gen. Walter said.

Focus on People and Development.

According to him, the current administration of PAP is prioritizing human capital development over politics. He listed ongoing scholarship support, vocational training, and stakeholder dialogue as key areas where the Administrator has made impact in less than a year.

“High Chief Otuaro is not interested in noise. He is interested in work. He is meeting with leaders, listening to youths, and ensuring that resources get to the people they are meant for. That is leadership,” he stated.

The former Bayelsa Chairman added that tension in the region has reduced because beneficiaries now believe that the programme is being managed by someone who understands their challenges.

Call to Stakeholders and FG.

Gen. Walter urged all ex-agitators, leaders, and community stakeholders to shun divisive politics and support Dr. Otuaro’s reform agenda.

He also appealed to President Bola Ahmed Tinubu. and the Office of the National Security Adviser. to sustain their backing for the Administrator.

“The Niger Delta has suffered enough distractions. Let us allow a man who is working to work. Dr. Otuaro deserves our collective support, not attacks. The progress we are seeing today must be protected,”
